All products within scope made from plasticized materials (such as PVC) must comply with the requirements of the Phthalates Directive 2005/84/EC and legislation enforcing this into national law.  The phthalates (most commonly used to soften pvc) listed below are banned or restricted due to concerns about their potential risks to the health of children.  The EU takes a precautionary approach where scientific evaluation does not allow certainty of the level of risk.   
Products within scope: 
Toys and childcare articles - a childcare article is defined as any product intended to facilitate sleep, relaxation, hygiene, the feeding of children or sucking on the part of children. PVC falls into the Sucking category
Banned phthalates: 
All toys and childcare products for children must be free from the following phthalates: DEHP – di-ethylhexyl phthalate 
DBP – dibutyl phthalate 
BBP – benzyl butyl phthalate
